The company said today that Facebook will establish an independent oversight body to consider appeals regarding issues of moderation in content. 

The group, which will be formed next year, will try to balance the effort to expand the right to freedom of expression with the need to preserve the safety of people around the world, said CEO Mark Zuckerberg in contact with reporters.

"I think independence is important for several reasons," Zuckerberg said in a note posted on Facebook

"First, it will prevent the focus of many decision-making processes within our teams, secondly, create accountability and control, and thirdly, ensure that these decisions are in the best interests of our society and not for commercial reasons."

Zuckerberg's announcement comes several months after telling Ezra Klein in an audio broadcast that Facebook might someday need an analogy to the Supreme Court to adjudicate important decisions about the moderation of content. 

One of the key ideas was the ability to better adapt decisions to local norms and laws relating to speech, which vary greatly around the world.

Details about the independent body are still rare, but the company's goal is to establish the body by the end of 2019.

"Starting today, we will start a consultation period to address the most difficult questions, such as: how to choose body members, how to ensure their independence from Facebook, but also their commitment to the principles they must adhere to," Zuckerberg wrote. 

Which should be heard from millions of potential applications? As part of this consultation period, we will start experimenting with these ideas in different parts of the world in the first half of 2019 with the aim of establishing this independent body by the end of the year. "
